What is CIB&RC and what does it do?
CIB&RC refers to the Central Insecticides Board and the Registration Committee constituted under the Insecticides Act, 1968. The Board advises central and state governments on technical matters relating to insecticides, while the Registration Committee registers products under Section 9 after examining their efficacy and safety. The Secretariat functions under the Directorate of Plant Protection, Quarantine & Storage at Faridabad, Haryana.
Which products need registration under the Insecticides Act, 1968?
Any substance listed in the Schedule to the Act and intended to prevent, destroy, repel or mitigate any insect, rodent, fungus, weed or other form of plant or animal life, and substances intended to be used as plant growth regulators, defoliants or desiccants. This covers insecticides, herbicides, fungicides, rodenticides, bio-pesticides, plant growth regulators and agricultural antibiotics.
What is the difference between Sections 9(3B), 9(3) and 9(4)?
Section 9(3B) grants provisional registration, ordinarily up to two years, allowing activity while a full application is evaluated. Section 9(3) covers products, sources or use patterns new to India and requires a complete data package. Section 9(4) is the me-too route where an identical product is already registered, relying largely on comparative chemistry.
What do TI, FI, TIM and FIM mean?
They are the registration categories. TI is Technical Import, FI is Formulation Import, TIM is Technical Indigenous Manufacture and FIM is Formulation Indigenous Manufacture. The category, combined with the section, determines the complete data requirement for the file.
How long does pesticide registration take in India?
As planning ranges: a clean Section 9(4) file commonly moves in six to twelve months; a Section 9(3B) provisional application in six to nine months; and a Section 9(3) new molecule in three to five years, of which most is data generation. Actual timelines depend on data completeness, trial seasons and the Committee's agenda.
How much does pesticide registration cost?
It varies by orders of magnitude between routes. A me-too formulation is largely government fees and documentation; a new molecule involves toxicology, ecotoxicology, residue and multi-season bio-efficacy studies that can run into crores. Can a foreign company register a pesticide in India?
Not directly. A foreign manufacturer must operate through an Indian subsidiary, joint venture or authorised Indian agent, who applies in its own name, submits the data and carries the statutory obligations under the Insecticides Act, 1968.
Is CIB&RC registration enough to start selling?
No. Central registration must be followed by a manufacturing licence and by sale, stock or distribution licences from the licensing officer of the relevant state agriculture department before commercial activity can lawfully begin.
What are the penalties for selling an unregistered pesticide?
Selling, stocking or distributing an unregistered insecticide is an offence under the Insecticides Act, 1968, attracting imprisonment and fine, with enhanced penalties for repeat offences. Stocks can be seized, licences cancelled, and further liability follows where harm is caused. Enforcement is carried out by state insecticide inspectors.
What is a Research, Test and Trial (RTT) permit?
An RTT permit allows a limited quantity of an unregistered pesticide to be imported or used strictly for generating data through research, testing and trials. It does not permit sale or commercial use, and the quantity and purpose are specified in the permit.
Can a registration certificate be transferred to another company?
Yes. Transfer of a certificate, change of company name and change of factory or office address are handled through endorsement applications to the Registration Committee, supported by corporate documents, consent letters and undertakings.
What is the difference between a bio-pesticide and a bio-stimulant?
A bio-pesticide makes a pest, disease or weed control claim and is registered under the Insecticides Act with CIB&RC. A bio-stimulant enhances plant physiological processes without a pest control claim and falls under the Fertiliser Control Order. The claim on the label determines the regime.
